Job Description
Safety and Occupational Health Specialist (Fire & Life Safety)
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/22/2019. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11: In applying for the GS-11 level on the basis of specialized experience, all candidates must possess One (1) year of specialized experience equivalent to at least the GS-09 level in the Federal Service. Examples of specialized experience include activities such as: Conducts, reviews, and resolves problems in achieving compliance with fire protection control standards and regulations; coordinates corrective measures with internal and external stakeholders; serves as technical authority and make significant, far-reaching decisions or recommendations in the development, interpretation and application of the fire and life safety policies; and experience to develop and manage a diverse and complex fire alarm system, fire protection system, and fire suppression system in a large organization containing multiple facilities. OR, Education: Successful completion of at least a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR, Combination: A combination of graduate education and specialized experience. To calculate your percentage of qualifying graduate education, divide your number of semester hours in excess of 18 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. They must equal 100% to qualify using this option. Analysis and Problem SolvingFire ManagementProject ManagementSafetyTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Performance of job duties may require long periods of walking, standing, kneeling or bending. In the event of emergency response, running may occur when responding to such incidents, i.e., fire alarm activations. Moderate lifting and carrying of equipment and supplies are required. Use of all appendages and good vision and hearing are a must. Emotional and mental stability are required.
