Job Description
Home and Community Based Services Manager and Standards - Human Services Manager 2
The Home and Community Based Services (HCBS) Services and Standards Manager exists to manage the HCBS Services and Standards section and staff responsible for planning, administering, innovating and coordinating home and community-based service (HCBS) programs and policies. This includes manages section staff consisting of two units: Home Care and Self Directed Services Policy and Waiver Services and Standards. S/he directs the day-to-day operations of the section programs and projects; manages and supervises staff; manage initiatives and strategies for transforming HCBS administrative, programmatic and related activities to assure HCBS funding and quality improvement, and provide management-level leadership and consultation to the Division Director and staff. The incumbent supervises the development of employment initiatives to increase competitive, integrated employment and the development of community options that enable people to live as independently as possible in inclusive community settings. The incumbent also directs and develops external communications, cross-agency participation, and stakeholder plans, and conducts other duties as assigned.

In addition, the Home and Community Services and Standards section includes programs and services provided through Medicaid home and community based waiver, and state plan home care services.

This is a great opportunity for someone who is interested in directing the day-to-day operations of Disability Services Division’s home and community based services and standards available through the four disability waivers and state plan home care policies, and projects to continually improve operations and meet program, division and agency goals. The person in this position will be part of a strong team dedicated to DHS’s mission of helping people meet their basic needs to they can live, work and play with dignity in inclusive communities. Qualifications & Requirements
Minimum Qualifications:

At least one (1) year of supervisory experience AND five (5) years of advanced professional experience demonstrating management of complex and varied functions; analysis of programs, procedures and problems.

•Bachelor's degree may substitute for one (1) year of advanced professional experience. 


•Master’s degree may substitute for (1.5) years of advanced professional experience.


Qualified candidates must also demonstrate:

•Experience with planning, assessment, and analysis processes necessary to manage operations of a major public health care program; management principles, methods, and techniques;


•Knowledge of Minnesota’s Health Care Programs (MHCP) and Disability Services programs and initiatives (Minnesota’s or other states Medical Assistance program);


•Knowledge of principles of administrative management, public administration, business process redesign, systems change and stakeholder engagement; and


•Experience with supervising, developing and effectively utilize staff; including experience setting and shifting priorities, assign work and evaluate results.


Preferred Qualifications:

•Seven (7) years of professional experience and three (3) years of supervisory/leadership experience;


•DHS policies, procedures, processes, laws and rules; state information technology practices and issues;


•Experience in government policy development and implementation
