Systems Modernization Information Management Supervisor|
The Systems Modernization Information Management Supervisor will supervise and manage the functions and activities of the Children & Family Services (CFS) administration systems modernization data governance, data analysis, performance management, and reporting efforts. The position is responsible for hiring, evaluating, disciplining, coaching, guiding and facilitating staff assigned to these areas.
In partnership with the Business Solutions Office (BSO) Enterprise Alignment Data Manager, and IT Architects engaged in systems modernization design, this position will be responsible for the coordination of transactional data requirements, data reporting requirements and data sharing requirements documentation associated with all programs within Children and Family Services Administration. These programs include: child support, child care assistance, child safety and permanency (child welfare, child protection and adoption assistance), economic assistance (Minnesota Family Investment Program-MFIP / Temporary Assistance for Needy Families-TANF), and food assistance programs (such as the Supplemental Food Assistance Program - SNAP).
PRINCIPAL RESPONSIBILITIES INCLUDE:
Manage and oversee the normalization of data requirements and data sharing across the CFS Administration
Represent the CFS Administration and have major responsibilities for:
Leading administration wide efforts to document state and federal statutory reporting requirements pertaining to data
Identifying/documenting the key data elements necessary for statutorily required reports.
Leading administration wide efforts to map/document the key data elements from the “as is” legacy data environment to the “to be” modernized systems environment.
Leading along with DHS and MN.IT@DHS staff large-scale cross administration data management efforts to ensure systems modernization efforts will maintain/improve the quality and accountability of CFS programs including but not limited to the following:
Development of statutorily required queries and reports necessary to replace and validate legacy reporting tools prior to systems conversions to the modernized systems
Development of statutorily required data sharing arrangements prior to, during and after systems conversion
Influence and guide CFS executive-level management on the agency’s IT Systems Modernization efforts
Represent CFS on enterprise strategic planning activities related to data and information management
Strategically plan and manage resources used to prepare CFS business functions, processes, and staff for integration of data and data resources in relation to the development of a statewide integrated human services delivery system
Qualifications & Requirements
At least one year of supervisory experience AND 4 years advanced professional experience that demonstrates the following:
Experience working with state and federal systems development processes
A broad understanding of public assistance programs and delivery systems
Know-how of techniques related to data collection, data transformation, interpretation, and statistical analysis
Knowledge of Children and Family Services’ mission, policies, priorities, and strategic directions
Experience developing and using methodologies for monitoring performance
Familiarity with data modeling methods and tools
Ability to understand inter-relationship dynamics between and among various human services programs pertaining to multiple view points
Ability to work in a constantly changing and demanding environment
Strong management skills that include: planning, organizing, directing, delegating, budgeting, human resources management, public speaking, public relations
Understanding of DHS management information systems including: MAXIS, MMIS, SSIS, PRISM, MEC2
Understanding of record retention and data privacy requirements pertaining to CFS programs and services
